As the word in verse 34 says ''Your women'', this shows that the women that are spoken of here are the wives of leaders, that might have used their husbands' position of influence and become talkative in the church services. Those are the ones that are called to silence.
Because that's the only place ''Your'' is used in this chapter, elsewhere it only uses ''ye'' or ''any''. So the ''Your'' means it's about specific group of women, which are the wives of the leaders.
