35To turne aside the right of a man before the face of the most high, 36To subuert a man in his cause, the Lord approoueth not. 37¶ Who is hee that sayth, and it commeth to passe, when the Lord commandeth it not? 38Out of the mouth of the most hie proceedeth not euill and good? 39Wherefore doeth a liuing man complaine, a man for the punishment of his sinnes?

3:37 Who - Nothing comes to pass in the world, but by the disposal of divine providence. This seems to be spoken in the name of the people of God, arguing themselves into a quiet submission, to their afflictions, from the consideration of the hand of God in them.
