15And the Elders of the Congregation shall lay their hands vpon the head of the bullocke, before the Lord: and the bullocke shall be killed before the Lord. 16And the Priest that is anointed, shall bring of the bullockes blood to the Tabernacle of the Congregation. 17And the Priest shall dip his finger in some of the blood, and sprinkle it seuen times before the Lord, euen before the vaile. 18And he shal put some of the blood vpon the hornes of the altar, which is before the Lord, that is in the Tabernacle of the Congregation, and shall powre out all the blood at the bottome of the altar of the burnt offring, which is at the doore of the Tabernacle of the Congregation. 19And he shall take all his fat from him, and burne it vpon the altar.

Wesley's Notes for Leviticus 4:17
4:17 And sprinkle it - It was not to be poured out there, but sprinkled only; for the cleansing virtue of the blood of Christ was sufficiently represented by sprinkling. It was sprinkled seven times: seven is a number of perfection; because God made the world in six days, and rested the seventh. This signified the perfect satisfaction Christ made, and the compleat cleansing of our souls thereby.
