Angels are spirit messengers of God (Spirit). They perform the will of their God (Spirit). They are neither bad or good. Their messages can either be deceit of truth depending on the results their God (Spirit) desires. God (Spirit) uses both (deceit or truth) to cause the outcome he (Spirit) desires.
1 Kings 19-23 And he said, hear therefore the WORD of the Lord (Spirit): I saw the Lord (Spirit) sitting on his throne, and the host of heaven (spirit messengers) standing by him on his right hand and on his left,
(vs) 20 And the Lord said, Who shall persuade Ahab, that he may go up and fall (be killed) at Ramoth-gilead? And one (spirit messenger) said on this manner, and another (spirit messenger) said on that manner.
(vs) 21 And there came forth a spirit (messenger), and stood before the Lord, and said, I (spirit messenger) will persuade him (Ahab).
(vs) 22 And the Lord said unto him (spirit messenger), Wherewith (how)? And he said, I (spirit messenger) will go forth, and be a LYING spirit in the mouth of ALL his (Ahab's) prophets. And he (Lord) said, thou (spirit messenger) shalt persuade him (Ahab), and PREVAIL also; go forth and do so.
(vs) 23 Now therefore, behold, the Lord hath put a LYING spirit in the mouth of all thy (Ahab's) prophets, and the Lord hast spoken evil concerning thee (Ahab).
Job 12:16 .....the deceived and the deceiver are his (Lords)
Ezekiel 14:7-9 .......and cometh to a prophet (of the people) to inquire of him (prophet of the people) concerning me (Lord); I the Lord will answer him (prophet or the people)by myself:
(vs) 9 And if the prophet (of the people) be deceived when he has spoken a thing, I the Lord have deceived that prophet.

"For this cause God gave them up unto vile affections: for even their women did change the natural use into that which is against nature:
And likewise also the men, leaving the natural use of the woman, burned in their lust one toward another; men with men working that which is unseemly, and receiving in themselves that recompence of their error which was meet." ( Romans 1:26-27)
The first thing I'd say is not to use NIV, instead use KJV. Modern translations are less accurate.
God created people, and is therefore responsible for His creations. As an example, if someone chooses to do someone else harm for an unholy reason, that person must reap what they've sown. It's up to God to give that person a perfect punishment(assuming they are unrepenting nonbelievers), and in order to do that God must create a situation in which there's a fitting disaster for them. Only then is "balance" restored, and do people get what they deserve.
Loving doesn't mean God won't uphold morality and justice, but it does mean He is merciful.
Disaster exists because of sin. God doesn't enjoy causing disaster, but it is necessary.
In the expression, "if by reason of strength ", the word "strength" translates from a Hebrew word which literally means human endurance pertaining to longevity according to age.
In the subsequent expression, "yet is their strength ", the word "strength" translates from an entirely different Hebrew word than that in the previous expression. Now, the word "strength" from the Hebrew literally describes a prideful boast. Yet, this boast seems of a mocking kind, for those of advanced age can only "boast" of their extreme pain and debilities. Their daily living consists of "labor and sorrow" due to their physical body's extreme weaknesses, and even due to their sicknesses and diseases which often exists. Even in the absence of sickness, the bodies of the extremely old will surely give out and die.
Consider Solomon's pessimistic outlook regarding the human body's aging as recorded in Ecclesiastes 12:3-7.
The Hebraic meaning of the word translated "labor" describes the misery involved in performing even the simplest tasks required for living comfortably and of taking care of the human body.
The Hebraic meaning of the word translated "sorrow" describes the lingering effects of guilt and regret attached to former sins of which the aged must live. Note that the same Hebrew word, translated here into "sorrow", also translates into "iniquity", an especially grievous sin of perversity, at least forty-seven times in the KJT, and also into other words such as "wicked" or "wickedness" as well as "vanity" and "unrighteous".
These descriptions seem very pessimistic and even fatalistic in nature, yet redeemed Christians take great comfort in their DIVINE REDEEMER and SAVIOR by living under the principles of verses twelve through fifteen.
Do Gods creatures have FREE WILL; or, are we the WORKS of the creator?
Ephesians 1:11 In whom (Spirit) also we have obtained (by grace) an inheritance (children), being predestinated (you have not chosen me, but I have chosen you. John 15:16) according to the purpose of him (Spirit) who WORKETH all things after the counsel of HIS OWN WILL:

Isaiah 44:26 ......that PERFORMETH the counsel of his (Spirit) messengers....
Psalm 57:2 I will cry unto God most high that PERFORMETH all things for me.
Proverbs 16: 33 The lot is cast into the lap (we were predestined); but the whole disposing (WORK) thereof is of the Lord (Spirit)
Proverbs 21:1 The king's heart is in the hand of the Lord (Spirit), as the rivers of water: he (Spirit) TURNETH it (man's heart) whithersoever he (Spirit) WILL.
Job 12:9 Who (man) knoweth not in all these that the hand of the Lord (Spirit) hath wrought (WORKED) this?
Job 23:14 For he (Spirit) PERFORMETH the things that is appointed (predestined) for me....
Job 23:10 But he (Spirit) knoweth the way that I take: when he (Spirit) has tried me, I shall come forth as pure gold.
Hebrews 4:3 For we which believed do enter into rest.....the WORKS (we are the works of the Spirit) were finished before the foundation of the world.
Hebrews 4:11 Let us (works of the Spirit) labour therefore to enter into that rest, lest any man fall after the same example of UNBELIEF.
