I am not sure if you are truly seeking an answer to John 3:13 (your original question), or if you are passing on what you believe to be the answer?
I have read through your post several times trying to figure out what you are trying to say. Maybe I am just misunderstanding what you are saying but I am having a hard time coming up with the same understanding. What you are saying seems foreign to me. Sorry I couldn't be more help to answer your original question!

34:10 Behold I make a covenant - When the covenant was broke, it was Israel that broke it; now it comes to be renewed, it is God that makes it. My comment: Israel got right with God and he enabled them to destroy their enemies and chase them out. They became a terror ...

It's always interesting to me to read the other verses on the same subject.
I believe in the first option you mentioned, because of the most Biblical support:
1 Thessalonians 4:13-18
1 Corinthians 15:51-52 - These first two are clearly stated and would be hard to misinterpret, in my opinion.. Those who die are sleeping awaiting Jesus's return and judgment. But it says not all will sleep, some will be alive and meet Jesus immediately in the air.
Daniel 12:2
1 Thessalonians 5:9-10
Those who believe we go immediately to heaven rely on 2 key verses which in my opinion are misinterpreted.
1. "away from the body with the lord" - based on 2 Corinthians 5:8 and a commonly repeated phrase, but is fake news, because the Bible doesn't say that. Paul said he would "RATHER" be away from his body and with the Lord. It doesn't say in 100% of all cases and 100% of all scenarios 100% of the time if you die you are 100% of the time IMMEDIATELY with the Lord, regardless of anything and everything. It doesn't even come remotely close to saying that, but yet, that's the belief repeated perhaps because it gives people comfort, especially at funerals.
2. The other verse commonly cited as 'proof' of this belief is Jesus on the cross saying on this day you will be with me in paradise. Here's what Jesus didn't say- he didn't say you and 100% of all other people, 100% of the time, in any and all cases, regardless, will INSTANTLY be with me in heaven, and not even face judgment, despite me already saying all will be judged. Jesus didn't say that. God can do whatever He wants and make special exceptions for whomever He wants. It doesn't automatically mean every single action is a template rule for all of humanity. That would be a gross overinterpretation. Also... Jesus didn't say he would go to heaven with him. He said paradise, which may be different. It could be a waiting place where the dead sleep before Jesus returns and before judgment day. Something to think about.
What we fail to see sometimes, Satan was lurking around, going to and fro. He spied Jobs fatherly concern. He used that against Job. He sorted up a storm (tornado?) and everything Job loved, was destroyed. His wife told him to curse God and die.
1 Peter Chapter 5
6 Humble yourselves therefore under the mighty hand of God, that he may exalt you in due time:
7 Casting all your care upon him; for he careth for you.
8 Be sober, be vigilant; because your ADVERSARY the devil, as a roaring lion, walketh about, seeking whom he may devour:
All Job could do was to be still and wait upon God. Myself, it showed me that we are all stronger than we think sometimes. There's a peace when you have faith that God is at work in your situation. Keep your eyes on Jesus.
My comment is this:
I did not comprehend what happened to me when I laid my head on the Bible and spoke, "I deserve to die for what I've done. After reading the penalty: sentence of Death.
I saw a vision of hell, and then I took hold of a invisible Hand. I was delivered of everything. 2 days later I told someone I had been saved.
We gotta get in there and force feed a lot of scripture ASAP. The demons were hanging around my home, trying to kill me or frighten me. They didn't have a home anymore.
I started going to Church and the Pastor was just starting a series on The Curse of the Occult. Being good Baptists, they would cast the demons out of the Church in corporate prayer, first. A demon would say: "you better get up and come with us!"So hateful and cruel.
A word of knowledge was given to the praise leader; he spoke it... "a person who was into the occult come forward". I went. I was prayed for on the spot. I knew that I was free that day. I was still accused daily through spiritual attacks against my mind.
I knew the Holy Spirit was helping me; was inside of me. I read Acts 19:19 and burned everything occult, beer shirts.
Next Sunday I decided once and for all time to show Satan I belonged to Jesus and none other. I was baptized and I was never oppressed again.
You must consume mass quantities of the Bible to garnish your spiritual house (YOU). We have an Eye Gate, Ear Gate, Mouth Gate. Only the Bible can make your gates strong and impenetrable. Wean yourself off media and Music that excites the flesh.
We are not under the Law to be, or not to be water baptised. Do it according to your conscience. It means more to you, when you do it for the right reasons.
You are already born again and baptized with the indwelling Holy Spirit. Be at peace.

See, what prevails is the Word of GOD. The Word is GOD.
1 John 5:v. 7 - There are three that bear record in heaven, the Father (GOD, the Father), the Word (the Word made flesh-JESUS), and the Holy Spirit (who is not a ghost as is written in English language), but a Person - the Comforter): and these three are One.
JESUS said: I and my Father are One- John 10:v.30. Two distincts Persons, but both are One.
Concerning the Person of the Holy Spirit (he is not a ghost as is written in English language), JESUS said: John 16:v.12-15: - 12 I have yet many things to say unto you, but ye cannot bear them now.
13 Howbeit when HE, the Spirit of truth, is come, HE will guide you into all truth: for HE shall not speak of Himself; but whatsoever He shall hear, that shall He speak: and He will shew you things to come.

15 All things that the Father hath are mine: therefore said I, that He shall take of mine, and shall shew it unto you.
Matthew 11:v.27 - No man knoweth the Son, but the Father; neither knoweth any man the Father, save the Son,
and he to whomsoever the Son will reveal him.
Remember: The letter KILLETH, but the Spirit giveth life. 2Cor.3:v.6
And more: It is the Spirit that quickeneth; the flesh profiteth nothing: the words that I speak unto you, they are Spirit,
and they are life. John 6:v.63
By the way, There are three that bear record in heaven (heaven? Ephesians 1:v.3), the Father, the Word, and the Holy
Spirit: and these three are One. 1 John 5:v.7

I agree with you, water baptism is not a requirement for salvation,
And rather go through the scripture as usual to show the definition and it being a symbolic testimony of what Christ crucifixion and resurrection DONE FOR US.
Let's examine the text in Acts 2:38.
Lets see if Peter gave them two things to do or did he give them one thing to do for the remission of sins.
1) Did Peter say unto them, Repent, and " BE " baptized?
Or
2) Did Peter say unto them, Repent and "GET" baptized?

The jews believed in Judaism and believed their salvation rested on it.
Jesus was announced by his forerunner "John the baptist "
Jesus met all the criteria given by the prophecies of the old testament and the Law, He committed the miracles.
The message to the Jews was to
REPENT FROM UNBELIEF TO BELIEF.
( ACCEPTING THE SACRIFICIAL LAMB )
So when those who repented they "WERE" Baptized.
( They were put into the body of believers, Identified with Christ and the Resurrection "IMMEDIATELY" AND SUPER NATURALLY, BY THE BAPTISM OF THE HOLYSPIRIT. ) and THEN we're they baptized with water to profess their faith.

However, Samson strayed and we know the story and the final outcome. My point is although the parents and family are God fearing, the child can, and many do, stray away from faith.
On the other side of the coin- parents and families may be ungodly and don't know God; however, the child and many do, find faith and strength in the Lord.
What do we do fathers, mothers? We trust in the Lord and all of His promises. We read, pray, and trust in the Lord God Almighty. It's not over till death.
