I believe #2 is the correct interpretation of this passage in Revelation 6.

Though Satan is bound, people are born sinners, as children of Adam. Sin had it's beginning with Satan. Man never returns to an innocent condition, and we know how leaven works. "The devil made me do it", has been a laughable punch line, but it hearkens back to the seriousness of the fall of man in Eden. Born dead in trespasses and sin, is the condition of all people born in the flesh. "If the foundations be destroyed, what can the righteous do?" = Nothing. But for the grace of God, all people go to hell.
