I believe paul is talking to believers. Jews and gentiles . In a commentary I own it says scroggie puts it nicely ... reading ... Thanksgiving is for the foundation already laid , but intercession is for the superstructure going up. Thanksgiving is for past attainments , but intercession is for future advancements . Thanksgiving is for the actual in their experience , but intercession is for the possible in God's purpose for them ......hope this answers your question. I personally find the chapters an excellent reminded to pray for my loved ones and a reminder to praise God for his promises.
At creation and at man’s fall, God is using “us” (plural), God where there was no man may mean a plural of majesty, which shows God’s grandeur and the grandeur of the work He was in; creation.
It may also mean God speaking to other living creatures that were present there, like the angels of God.
Some say God was speaking to Jesus, but I don’t believe that. Because sure Jesus Christ is the firstborn of every creature ( Colossians 1:15); but that is in God’s prescience, God’s foreknowledge, just like God hath chosen us before the foundation of the world ( Ephesians 1:4).

I Timothy 2:15, God’s plan of salvation for all mankind has never wavered, Ephesians 1:4, Matthew 25:34, God’s method may change, but not his plan. Jesus first purpose was the Jews and have the Jews to have the oracles of God and to evangelize the world, but the Jews rejected him as their messiah John 1:11. So the kingdom of heaven was postponed and ushered in the church age (kingdom of God). The responsibility has now been given over to the gentiles ( Ephesians 3:1-10) until the time of the gentiles become in ( Romans 11:25), at the rapture of the body of Christ. When Christ stated that it is finished on the cross of Calvary, salvation was available for mankind and extended to whosoever would invite Jesus into their heart as savior, Romans 10:9-13, I Timothy 4:10.
