I believe this was a practice that had been ignored during the Hebrews captivity in Egypt. Therefore this was a procedure that had to be done to be in right standing following the Covenant between God and His people.

Hello, brethen. Many servants of God have told fo Exodus 4:10 that Moses could not speak clearly; they learn that there was a physical problem in Moses´tongue. I am really sure they are all wrong. In accordance with the Hebrew Bible - Torah -, Moses had probably said, "LO ISH DEVARIM", that means I AM NOT A MAN OF WORDS (LO= NO; ISH= MAN; DEVARIM= WORDS, PLURAL OF DEVAR=WORD.
Psalm 82, one might consider, has God say "Ye are gods" that is as in an understanding of Exodus 7:1. And that is: "7 And the Lord said unto Moses, See, I have made thee a god to Pharaoh: and Aaron thy brother shall be thy prophet."
This understanding is part of the burning bush anointing where Moses and Aaron learn for example, Exodus 4:15-16:
"15 And thou shalt speak unto him, and put words in his mouth: and I will be with thy mouth, and with his mouth, and will teach you what ye shall do.
16 And he shall be thy spokesman unto the people: and he shall be, even he shall be to thee instead of a mouth, and thou shalt be to him instead of God."
God of Abraham , Isaac & Jacob is Mighty God. His communication through miracles did not end with Moses' time but continues up to today & for ever. In my opinion a miracle is what God does for one if he/she does not any ability to do it. The lame can not walk do walk , the blind with medical proof that they never see again , start seeing again & so on. Blessed he who believes in HIM.
God does not give us the spirit of fear but might, courage and sound mind. When God asks you to embark in His work; be fearless and bound to do it ( Exodus 4:3).
When ever you are called to do something, do not waste time before doing that. Don't complain too much, because God is the one sending you, he will provide words for you or he will give a helper as he did for Moses. There is always guidance and correction in the things of God.
I take issue with one of the questions on the quiz. It asks how many signs did the Lord give, but in Chapter 4 it only says "Two". It's not until later that we find out the other signs.

The question is not so much that Moses had not kept the requirement of the covenant but why? Moses had married a Midianite, a decendant of Abraham by his wife Keturah whom he married after Sarah died. These people carried on the worship of the Most High God but never carried the mark of the covenant (circumcision). Moses was going to deliver the children of Isrea from the uncircumcised and his own sons were not. God was going to kill the firstborn of the uncircumcised (think about it).
Note. We still have Midianites among the Church today men who preach faith apart from an uncircumsised heart. Jesus called it the doctrine of Balaam ( another Midianite--false prophet) whose god is their bellies, who mind eathly things.
How beautiful that GOD gave HIS children signs. HIS signs are still here, and we as a people do not adhere to it. Through HIS WORD, we see all the LORD wants us to see. These are the only and last signs that will be given to man.
For no man knows the hour inwhich the LORD will come, so be prepared through HIS WORD and signs.
It was so wonderful that GOD was willing to show HIS children signs. The BIBLE is for our learning, learning the AWESOME POWER OF GOD. HE gave the children signs, HE still give us signs, through HIS WORD. These will be the only and last signs given to man.

14 And the uncircumcised man child whose flesh of his foreskin is not circumcised, that soul shall be cut off from his people; he hath broken my covenant.

Many who were possessed with demons, and the demons came out at his command shouting, "You are the Son of God", but because they knew he was the Messiah he rebuked them and refused to let them speak". Luke 9:18 Jesus asked his disciples, "who do people say I am". Luke 9:20-21,22 "Than who do you say I am" Peter replied "You are the Messiah, sent by God". Jesus warned his disciples not to tell anyone who he was saying "The Son of man must suffer many terrible things".
As we read in Acts 9:20 It was Paul, who never met Jesus preached in the synagogues saying "He is indeed the Son of God".

Jesus announced “Don’t misunderstand why I have come, I did not come to abolish the law of Moses, or the writings of the prophets, No I came to accomplish their purpose.”
