    Definitely referring to Christians. It's addressed to the whole world, not Israel specifically as Isaiah 48 is addressed. God gives many promises to the gentiles in this passage, to the point that Zion (a reference to Israel) cries out, "You've forgotten us!" God uses comforting language after Zion's concern is expressed. It reminds me of the prodigal son's brother who can't believe how well his father is treating the prodigal; but the father comforts and reminds him that he still has an inheritance. I read that this is the regathering of Israel in a commentary, but I don't see that anywhere in this passage. A parallel passage is in Revelation 7:15-16; and it's clear that this is a reference to people of all nations, tribes, tongues, people, etc...
