Otis, the closest verse I could find is in Genesis 1:29:
"And God said, Behold, I have given you every herb bearing seed, which is upon the face of all the earth, and every tree, in the which is the fruit of a tree yielding seed; to you it shall be for meat."
This was at the time when both man & animals were vegetarian in their diet. Then from chapter 9:3, mankind (i.e. from Noah onwards) it seems was authorized to eat meat. However, some Jews hold that God gave this permission grudgingly, but I don't understand the Scripture in this way. And I suppose, from those animals which were herbivorous, some of them became carnivores: but there's no Scripture to show that.
