    What do they mean by stranger here? On verse 20 and 21 and 23.

    In the context of that chapter in Deuteronomy, "stranger" would apply to someone not in the farmer's family & specifically to any passer-by or one who might be hungry & has no store of food. The Israelite farmer is instructed to not pick the olive or grapes till all the edibles are removed from the tree/vine, but to leave some behind for the passer-by, the widow & the orphan who may not be able to buy food. This was a small & subtle way of sharing something of what we possess to help others.
