That is a very good question. We are only saved when we are in direct contact with God. The direct contact is called the Holy Spirit. A man is only saved when he has the Holy Spirit. That is the assurance from God that we are his child, and He is our Father.
So Jesus Christ was telling Peter that after he received the Holy Spirit he is to strengthen the Church. (There could also be an allusion to how Peter was going to deny Jesus three times.)
What did Jesus mean by saying "after you are converted"?
I have always thought, because Jesus "CHOSE" His disciples, they were already "saved".
Could it be that Jesus had not yet shed His blood whereby men can be "saved" through faith That His blood is salvation?

Peace and love in Christ
