Ezekiel gave you a good description. Here's a place where David used the breast plate, ephod, to get an answer from God.
"And David was greatly distressed; for the people spake of stoning him, because the soul of all the people was grieved, every man for his sons and for his daughters: but David encouraged himself in the LORD his God. And David said to Abiathar the priest, Ahimelech's son, I pray thee, bring me hither the ephod. And Abiathar brought thither the ephod to David. And David enquired at the LORD, saying, Shall I pursue after this troop? shall I overtake them? And he answered him, Pursue: for thou shalt surely overtake them, and without fail recover all." 1Sa 30:6-8
Bible does not tell how they look like or how they are made. They are some sort of two images put on the high priest's breast plate. When he enters into the tabernacle to stand before GOD, he bearing them on his breast plate can inquire GOD about the direction of Israelites such as where to go or what to do, and GOD will answer him. Now it is not clear how HE answers him, certainly not by voice, but maybe through the inspiration of Holy Ghost.

Thanks, i was just curious how they (the temple institute)were going to remake them since there isn't much of a description. Someone else said that they thought they would light up somehow in order to get their answer from God
