    Dear Gary, God "hears" everything. He is omnipresent (every place) and omniscient (knows everything). Perhaps you really mean does God respond to prayer of the unsaved. The answer depends on Gods purpose. Since we know that it is Gods will for all men to be saved, God will respond to the prayer of a sinner when it is aligned with His will and in confession that Jesus Christ is Lord of his life by saving him. Sinners (unsaved) do not know God and cannot pray for anything else to God since they do not know who they are praying for. Gods word says they pray to idols. Judgement will always be the response of God to anything the unsaved pray for other than for their salvation. Saved man can only talk to God through His Holy Spirit and God always responds to His Holy Spirit. Since we do not know how to pray as we ought, Gods answers may seem like a no to us. His response will always Glorify Christ and be for our good for those in him.. Read Romans 8. There is a time God will give up on unsaved and gives them over to a reprobate mind. Read Romans 1. He will give the unbelieving what they want (without Him) since they refuse to believe the truth. 2 Thes 2:11-12 I hope this rings true. Gods Blessing.

    When you say sinners I suppose you mean unsaved,

    If so you come just as you are

    with a "repented heart"

    Romans 10:9. That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.

    HE WILL HEAR YOU AND SAVE YOU!

    I think the question is does God "answer" the prayers of sinners.

    I believe he hears all that come to him, but he knows the heart. There's some he gives audience to that's out of Gods will, that answer is likely to be no whether they're saved or not.

    BUT NOT ALWAYS. Sometimes there's lessons to be learned.

    Israel asked for a king when he wasn't ready to give them one and he gave them Saul. Read Samuel ch 8.

    Often Gods will is not comfortable for us so we pray as Paul did.

    Paul prayed 3 times to have his thorn in the flesh removed and he got an answer.

    2 Corinthians 12:8-9. For this thing I besought the Lord thrice, that it might depart from me.

    And he said unto me, My grace is sufficient for thee: for my strength is made perfect in weakness. Most gladly therefore will I rather glory in my infirmities, that the power of Christ may rest upon me.

    Faith, Obedience, being in the will of God, and serving is very important.

    READ ALL OF MATHEWS CH 6.

    and then consider John 9:31. Now we know that God heareth not sinners: but if any man be a worshipper of God, and doeth his will, him he heareth.

    God loves sinners and he gives time for repentence but He detest sin itself so its better to REPENT. the Bible says even the Lord giveth rain both to the good and the wicked.. that is only by Grace and the mercy of GOD.. so if anyone would pray or believe in God for something then its the LORD drawing him.. for no man will say Jesus is Lord if not the Holy Spirit..
