Pharaoh's heart was already hardened. He realized that if all the Jewish slaves left Egypt, there would only be Egyptians left to build his treasure city.
Every time Moses told Pharaoh to let the people go, Pharaoh's heart hardened more. He was not going to lose his work force.
When they left, Pharaoh chased after them, to slaughter them. The plagues didn't slow him down at all.
He was the Pharaoh that had all the male Jewish babies drowned at birth. I would say that was hardened, wouldn't you?
