Hi John I believe it is very significant that He uses this term because in Psalm 23 The Lord is my shepherd I shall not want in the context from verse 23-31 he's teaching about how God supplies all needs when we believe and look to him its the same way a shepherd protects his flock makes sure they have green pastures and a little nice detail sheep will not drink in loud surroundings that why the psalmist said still waters. Also now Christ is the Head of the church and known as the Chief Shepherd. Also Look at the Gospel of John Chapter 10:1-16 it all ties in. In context he's talking about anyone who believes in Him.
