The Bible doesn't seem to mention requirements or qualifications of the person doing the baptizing. We can look to examples in the Bible as to WHO was baptizing, and we have John the Baptist and Jesus's disciples. Jesus said to his disciples in Matthew 28:19 calling the to baptize and make disciples.
I believe the one baptizing should be a Christian at bare minimum, because baptism is an act of Christian faith. And someone baptizing is in a leadership role in my opinion. It would seem hypocritical if the person leading you through a step of faith didn't even believe in it himself. And I believe that person should be at the age of accountability, so the belief is genuine, and not coerced through family or other forces. So, I don't believe a child should baptize anyone for example.
Finally, there's always someone trying to discredit baptism as if they have a force telling them its bad or as if they're afraid of it, or have some kind of personal animosity against it, or fear of public embarrassment? I think this reaction to a direct instruction from Jesus is a noteworthy reaction in itself.
Acts 2:38 - this verse is all I need to see in the Bible. People can use lots of words, can twist things, can use unlimited anecdotes, but none of it matters, because I read Acts 2:38 and I know exactly what it says and since I'm serious about following Jesus I was baptized. There's no question I'm doing it. To me, I don't understand anyone trying to rationalize to 'get out of' something, as if they only want to do the bare minimum in following Jesus. I want to give Jesus everything and I don't want to give the devil any foothold. John 14:15 is another 100% clear verse. So, when you put those two verses together the right decision is very obvious.

Precious friend, the Correct Question to ask is, Does God 'Require' water baptism, Today, Under GRACE? IF 'yes,' Then we should ask the who, what, when, where, and why.

Who does the baptism of the Holyspirit? The lord himself. Who are we identifying with and what are we identifying with? Christ death and resurrection on the cross. When are you Identified with Christ? When you are water baptized are when you receive Christ as your savior? Its when you receive Christ as your savior. Water baptism is an outwardly profession of what you believe in.

Now when the apostles which were at Jerusalem heard that Samaria had "RECIEVED" the word of God,
PAUSE. See Mathew 13:23.
RESUME. ( they sent unto them Peter and John: Who, when they were come down, prayed for them, that they might receive the Holy Ghost:) PAUSE. Did Peter and John come down to water baptize them? No the next verse says they were already baptized. You see in water baptism doesn't slay the "old man". Romans 6:3-4.

John the baptist makes that distinction in Mathew 3:11. Johns baptism was a baptism of repentance. " to go from unbelief to belief. and when they believed they were put in the body of believers. "baptized by the Holyspirit.
ChrisE There are quite a few things that I was taught through traditions of men, but learned they have nothing to do with walking spiritually with the father. I've had in my personal life many signs wonders and miracles because they follow those that believe, I don't argue I disagree with some things stated. I don't understand individuals getting upset because your entitled to believe what you will. I'm result oriented so when I commit to something and told this will work I just go and do not blindly with heart commitment thought, same thing with Gods Word Rightly Divided is a Big Deal. Gods Word fits with absolute perfection and its available to at least sometimes do my best to walk in that.

Appreciate your take. I've been doing some research tonight on what was practiced in the church in the 1st century during the apostles lifetime and just after. Water baptism was the norm. Not saying that someone is not saved if not water baptized or saved because of it. Our salvation comes from Jesus, but anyone who says they love Him would obey Him, especially express commands like the one to repent, believe, and be baptized. I do think they all go together and should not be separated apart or have any of the 3 be discarded. I think that all of Jesus' commands are good for us to do and, of course absolutely correct and valid.

To those that say we DO NOT have to be water baptized is to ignore what Jesus tells us in this scripture:
John 3:5
"Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God."
Remember: John 12:48
"He that rejecteth me, and receiveth not my words, hath one that judgeth him: the word that I have spoken, the same shall judge him in the last day."
I sure don't want to be the one to reject Jesus and receiveth not his words.
