I have searched a few commentary sites, but did not come up with much about the reigning part. One commentary said that servants will serve like priests. Another said that the servants will reign over a restored creation with Christ. Another said that the servants will reign by living by God's purposes with an undivided unity of will. Another said that only Christ will reign over us, so we will not be reigned over by anything God has created.
So, in absence of any clear ideas, I choose to wait and see! I trust that what God has in store for us is grander than we could ever imagine. I am not interested in reigning over anyone anyway.
Revelation 22:3-5 speaks that the "servants (of God) will serve him, They shall see His face, and His name shall be on their foreheads. There shall be no night there: They need no lamp more light of the sun, for the Lord God gives them light. And they shall reign forever and ever."
So it seems that the "they" are the servants of the Lord who will reign forever and ever. It does not say who they will reign over or even if this reign will be over anyone else. Perhaps it means that we shall share with Christ whatever the Godhead has determined to be His reign. So, for me, I cannot pinpoint an answer to your question from the text. I will research a bit more and get back to you.
