By not transgressing, he never broke the law, sinned, by obeying God, by being obedient even unto the death of the cross. It's just like fulfilling a contract, you do everything the contract says for you to do.

Exodus 34, after Moses had interceded for the "Hebrews" Israelites, broken the tablets because of their sin._. Was again with GOD to receive the LAW. If you continue through into Exodus 35, & rest of the books of Exodus, Hebrews 10, should be more clear.
then Isaiah 53, Psalms 22, John 18, John 19, to point to a few.
Christ fulfilled the law in that : he loved God more than he loved his own life , this was expressed when Christ submitted to God's will completely and went willingly to the cross ,and Christ loved us more than he loved himself and offered himself as the perfect sacrifice so that we may be reconciled to our God through his innocent blood .
