    "That if (conditional) thou (regarding Israel. See verse 1) confess with thy mouth the Lord Jesus," This verse is offering salvation to the nation Israel, but first they must confess that Christ is their Saviour before they could have faith in Him. This is not the sinners pray as some confess. Today salvation is a free gift, and you can only receive that gift. There is nothing that you have to do for it. Eph.2:8,9 That's faith plus nothing!

    Indeed Kevin. Salvation is a free gift offered to all who come to God through His Son. And as you quoted ( Ephesians 2:8,9), we see that salvation can only become our blessed possession because of God's Gift of His Grace & of saving Faith - there's no other way that a sinner can ever hope to receive that wonderful Gift. And not only to the Jew but also to the Gentile ( Romans 10:11-13).
