Genesis 1:1 says that in the beginning God created the heavens and the earth. Since the verses after this of the creation account do not give account of Him creating water or the land, we can assume that these were created when the earth was first formed int the beginning.

2And on the seventh day God ended his WORK which he had made and he rested on the seventh day from all his work which he had made.
3And God blessed the seventh day, and sanctified it: because that in it he had rested from ALL HIS WORK which God CREATED AND MADE.
7And the LORD God FORMED man of the dust of the ground, and breathed into his nostrils the breath of life; and man became a living soul.
8And the Lord God planted a garden eastward in Eden; and there he put the MAN whom he had formed.
16 And the LORD God commanded the man, saying, Of every tree of the garden thou mayest freely eat:
17 But of the tree of the knowledge of good and evil, thou shalt not eat of it: for in the day that thou eatest thereof thou shalt surely die.
[Science (archaeology, biology, etc proves that the earth and the solar system are billions of years old. Dinosaurs lived, died, left oil behind.]

Holy Spirit is Action. Genesis 1:2
This is the Godhead. Romans 1:20
Astronomers say all the planets once had water because they see the empty lake beds. How is it that only 1 planet has abundant visible water? land and vegetation? What a mighty God we serve. Amen.
