In verse 15 Paul is saying don't listen about what we wrote in that first letter. He used colloquial greek, a street language and I notice the subject in 1 thessalonians 4:13 is where are the dead and he goes on to say that the dead are with God because if your not here your with The Father and then he speaks of them coming with Christ at the 7th trump. Then in 17 you need to know [air] is a twinkle of an eye we are change,,the word air here means to a breath of life, a higher way of thinking and clouds is a Pack, or bunch of people gathered and maybe they took it wrong and that's why he sent that 2nd letter detailing the way Christ returns.
