I have always wondered if God can move in all circumstances, if the state of man mattered much before coming to God.
God is not bound to anything, not the traditions of men or the devices of the world and its point of view. But he remains sovereign, throughout it all, and for all eternity. We are the subjects who are bound to one form or another, always shrinking away from our faith, being persuaded, that the ordinances are better and needed to know Christ. Whereas in fact they show but a little faith in that in and of itself will lead to death if not through Christ purposed to his Glory.
Consider the centurion man who was not a believer, but had good works, yet the lord headed his request which was that he's slave may be healed. The Lord moves as he wishes, as he wills it to be.
The unbelieving Samaritan was shown as a believer by how he acted and not by what he was seen to be which was a gentile. But by God's grace, thus acting upon his life, revealing to us who he truly was in Christ; he's God given nature, to care for his neighbour, which was placed upon his heart. This new nature compels him to love his neighbour and care about him. To seek to learn that good which we did not know before, in the hope of our Lord Jesus Christ, whom we believe.

Eph 4.17-32
.." 17 Now this I say and testify in the Lord, that you must no longer walk as the Gentiles do, in the futility of their minds. 18 They are darkened in their understanding, alienated from the life of God because of the ignorance that is in them, due to their hardness of heart. 19 They have become callous and have given themselves up to sensuality, greedy to practice every kind of impurity. 20 But that is not the way you learned Christ!- 21 assuming that you have heard about him and were taught in him, as the truth is in Jesus, 22 to put off your old self, which belongs to your former manner of life and is corrupt through deceitful desires, 23 and to be renewed in the spirit of your mind... "
