The fourth beast was different in the sense that the three three ribs speaking 'Arise, devour much flesh"in the earlier cases were put in words so whoever heard them knew it came from the little horn, and its spoke great things. Thus when a former President said, '"I do not tell you that the war in Vietnam is the war to end wars" it had force and impact since the authority was one of them. Only time showed the lie and bad faiththat had nothing real about the man who was a creature of the Spirit of the times. The Silent majority of the three ribs merely spoke from the context. But the Spirit would not buy that. The number 10 instructs us the little horn was judged already.

Plucked up by the roots as with the eagle wings of the first beast indicate a violent action. Division of the Roman Empire into two is its result. "His legs of iron, his feet part of iron and part of clay." The subsequent development of Christianity kept the same number Ten intact. Instead of horns the alliance of the state and Christianity gives us its doctrinal quality. Heresies have become the norm.
