    1-13 is telling us that the first covenant did not work because the Jews could not follow them. It was not just the 10 commandments, it was about 600 or so commandments. They are listed in Exodus.God is letting us know that the new covenant will be put in place when Jesus comes. The laws were made for the Jews. Jesus new covenant was for all of us that believes the Truth from the Bible and follows Jesus instructions.
