I understood this passage to mean that God divided the entire human race into 12 distinct groups and that each of the 12 groups had a guardian angel and that Jacob's offspring were looked after by god himself or that this specifically the "inheritance" referred to Jesus.
The reason why I interpreted the scripture like this is because we know that in Genesis 10, it describes the distribution of people according to Noah's three sons. Ham, Shem and Japheth. Until the creation of the modern anthropological races, it was generally understood that Ham was the ancestor of black people, Shem was the ancestor of Asians and Japheth was the ancestor of white people due to the original populations of the locations mentioned.
Returning to Deuteronomy 32:8 this would indicate (to me) that each set of people descended from Noah's sons were subdivided into 4 more ethnic groups. So the Israelites would be a specific subset of Shemites.
