The verse says "IN" the earth and not on the earth. So this leads me to believe that there are spirits or evil beings in the earth of course which the heathen worship. The Bible says every knee shall bow = Romans 14:11
King James Version (KJV)
11 For it is written, As I live, saith the Lord, every knee shall bow to me, and every tongue shall confess to God.
So to me this means everyone will come to acknowledge that the Lord is God even the evil ones.
