The Word here helps us to realize, that God, as Creator, has given us a bit of time to occupy, and all things are temporal.
Although God created man a little lower than the angels, he is befallen by the same thing that befalls every beast of the earth and that is death. In this regard only, man and beast are alike...they are born, they have the same basic needs (food, water, shelter, air), and they die (vs.19). But there is a spirit in man that God created in His likeness...an eternal spirit that is answerable to Him; a spirit that is created to worship Him; a spirit that must be born again by His Holy Spirit in order to inherit the Heavenly home the Lord prepares for those who love and obey Him.
God was well pleased with all of His creation but man alone has a soul that is atoned for by the work of the Lord Jesus Christ. I ask you, have you ever seen an animal be born again? Have you ever seen an animal worship the Lord? Have you ever seen an animal preach the gospel of Christ? God judges man, not animals, therefore, with animals, there is no "heaven to gain and hell to shun". They exist for God's pleasure and our enjoyment and use. If God has animals in Heaven it will be those He created in the beginning and in that heavenly place where sin does not enter and nothing or no one ever dies.
Let us not judge God's ways, much less tell Him that He is wrong. He is the creator and judge of all the earth. The question therefore of the spirit was not that "Who knows IF the spirit of man goes up and the spirit of beast goes down?" It is who can KNOW (have complete knowledge of) the spirit of the man which goes upward who can KNOW the spirit of the beast which goes downward to return to the earth(vs.21). God alone knows us full well.
Good and right are all the works of the Lord. He does and has done what pleases Him. Blessed be His name forever without end.
