Maybe the eye in vs. 8 is opposite to the bit and bridle of vs. 9. A person who acts like a horse or mule is stubborn, and may be guided only by some kind of pain or trial, i.e. that is all he responds to. David offers to guide others with his eye. The eye is used to gain knowledge, esp. from the Word of God. So we can respond to what the eye sees in the Word (be proactive) instead of waiting for a bit or bridle to apply pressure, like a trial (be reactive).
