    Moses is talking about the New Covenant here Its different from beside the Old Covenant that was made in Horeb Sinai the ten commandments In the New Covenant God makes a vow to change men s hearts to cause them to walk in his statutes and he will accomplish his vow as per Ezekiel 36 26 27 In the Old Covenant Man makes a vow that he cannot keep due to his ignorance
