I believe the earthly realm was there from the beginning and God was going to decorate and beautify it for mankind habitation though it was covered by large bodies of water The main problem I see is DARKNESS that covered the face of the deep The book of revelations tells us about the war that happened between Michael the archangel and Lucifer and how Lucifer was defeated and cast down into the earth Since earth was covered with waters Lucifer had no where to go so he is the one referred to as darkness upon the face of the deep he could not go anywhere it was water everywhere So when God time to create came he had to deal FIRST with the devil darkness with his own word and he said let there be light so the devil was not a factor as far as God is concerned God created everything in the devils presence and the devil did nothing
