Verses 1 to 12 can be explained and understood by viewing a modern day example between 2 countries. Russia a christian country voted to write off roughly 90 percent, roughly 10 billion dollars, of North Koreas debt as Moscow seeks to build a gas pipeline through the Hermit Kingdom. North Korea is NOT a christian country as most people know. Moscow would forgive 90 of the debt and reinvest 1bn as part of a debt for aid plan to develop energy, health care and educational projects in North Korea. Russian experts see the agreement as a sign that North Korea leadership can initiate market style reforms in their country. By forgiving most of the debt, Russia has opened the door of friendship. This helps the poor in North Korea, easing their financial burden and helping their future. On the surface it looks like Russia LOST 10 billion dollars, that they were not a good steward of that debt, but the true riches is the friendship between the two countries.
