Its actually not true that society dictated at that time that prostitutes shave their heads. This is a myth created by some Christian teachers in order to explain away this passage. There is no evidence in Greek or Roman artifacts or writings for this statement of fact at all. In fact Paul being Jewish was aware of the fact that it was customary for respectable Jewish married women to keep their heads and hair covered at all times. Paul instead of doing away with this custom for the Gentile church stated they merely were required to cover their heads when praying or prophesying.
