The beginning of chapter 19 1 7 shows the way of salvation. Simply put it was believe repent baptism in the name of Jesus and receiving the Holy Spirit speaking in other tongues as the spirit gives the utterance. This is the same message that Peter preached in Acts 2 38. Notice that the Ephesus disciples received the Holy Spirit after water baptism. If baptism was only an outward expression of an inward change showing what 's already happened on the inside a person would never receive the Holy Spirit after water baptism, but always before. Belief did not save the Epesians, for if it did, they would have already been saved and filled with the Holy Spirit. If one automatically receives the Holy Spirit upon believism, which is commonly taught, than there would be no need to even ask the question "Did you receive the Holy Spirit when you believed? " No, it wasn 't until after water baptism that they received the Holy Spirit. These Ephesian disciples were saved by the death, burial and ressurection of Jesus Christ. Death repentance, Burial baptism ressurection receiving the Holy Spirit. The same saving faith of the Samariatans in Acts 8, Gentiles in Acts 10. Paul in Acts 9 also read Acts 22 Jews in Acts 2.
