People would honor Deuteronomy 15 11 For the poor shall never cease out of the land therefore I command thee, saying, Thou shalt open thine hand wide unto thy brother, to thy poor, and to thy needy, in thy land . They would fear what God states in his word about those in charge that do not pay a decent living wage to people Malachi 3 5. They would fear what God will do to those who delay the payment to people, Leviticus 19 13. They would fear what God will do to those who fraudulent withholding of wages James 5 4. They would fear what God would do to them for exacting service without wages, Jeremiah 22 13.
