Hello Joni G. When you read the continued speech of Peter he states in Acts 2 39 For the promise is unto you this means the Jews , and to your children this means their children , and to all that are afar off this means anybody else who is not Jew they are Gentile even as many as the Lord our God shall call. There is no time limit or amount of people put on this scripture. It does not say it is just for the people of that age and time. I was filled with the Holy Ghost many years ago with the evidence of speaking in other tongues as the spirit of God give utterance, when a preacher laid hands on me. I have heard and witnessed other accounts of people being filled with the Holy Ghost the same. I have also heard of people being filled with the Holy Ghost coming up out of the water. In the end, the church of God is still growing by following Acts 2 38.
