    God the founder of all things in heaven the earth asserts his sovereignty according to his unchanging nature.The sea is reminiscent of the grounds before two pillars of the Lords Temple by his strength, so establishes on the waters suggestive of his concern for man. as in Rev 17 upon many waters ie languages tribes,nations etc
