To answer your question, no, God's eye cannot be in a place where His presence is not. But as I have said before, He really does not have eyes or a body. these terms were used in the Bible so we, as humans can understand Him better, since in His pure Spirit, He is incomprehensible. In using such terms he his condescending to our perspective to reach us, since we cannot reach Him in our own creatureliness.
Omniscience is one of God's immutable attributes, which is to say, all knowledge of all things is an inherent part of His character and being. Nothing is outside of God's sphere of knowledge. The word "omniscient" is defined as having infinite awareness, understanding and insight; it is universal and complete knowledge.
God's omniscience means that He can never learn anything new. Nothing can surprise Him or take Him unaware. He is never blind-sided! You will never hear God say, "I didn't see that coming!" or "Who would have thought?" The Holy Spirit was active in humanity since the beginning. He rested upon prophets as they were set out on their ministry by God. John was a special case. He received the anointing presence of the Holy spirit from the time he was conceived. He was chosen to be the forerunner to the Messiah, Jesus) as prophesied . God chose to endue John with the Holy Spirit from the womb for him to carry out that which he was created to do-to be the first prophet in Israel in over 500 years to announce the arrival of the prophesied Messiah. Can you imagine what he was like growing up? With Elizabeth and Zachariah as his parents? Though sinful as all of us are, he must have been a good kid overall, having the Holy Spirit guiding, sanctifying, and empowering as the Spirit does for us. But he was an exception in his day, so he must have stood out among is peers. maybe that is why he lived in the desert-didn't fit in much with the world!
Jesus held a great regard for Johns ministry. They were cousins. Mary and Elizabeth were related.
