Pi`el frequently, Perfect and Participle, only עָמָל כִּתֵּ֑בוּוּמְכַתְּבִים‎ Isaiah 10:1 and busy writers that make a business of writing oppression (i.e. register unjust sentences, compare Qal 4; "" חִקֲקֵיאָֿוֶן הַחֹקֲקִים‎).
